NJ Plumbing Law Information

According to the NJ Plumbing Laws an individual must be licensed as a NJMaster Plumber to offer or perform plumbing.

NJ Plumbing Licensing Law of 1968

(CHAPTER 45:14C-12. a.) a person shall not work as a Master Plumber or use the title or designation of Master Plumber unless licensed pursuant to the provisions of this amendatory and supplementary act.
(CHAPTER 45:14C.12. b.) a person, firm, partnership, corporation or other legal entity shall not engage in the business of Plumbing Contracting or advertise in any manner as a Plumbing Contractor or use the title or designation of Plumbing Contractor unless authorized to act as a Plumbing Contractor pursuant to the provisions of this amendatory and supplementary act.
(CHAPTER 45:14C-12.4) the provisions of this amendatory and supplementary act shall not apply to a single family home owner who performs plumbing work on their primary dwelling as long as they are not using it for rental purposes.

As a homeowner, if you allow an unlicensed contractor to perform plumbing in your home, you are putting your families health and welfare in jeopardy.  PLUS there is a possibility that you can be fined if proper state required permit procedures are not followed.

NJ Homeowners can be fined for contractors working on their property

  • A homeowner and/or the unlicensed contractor could be fined up to $2000.00 for not taking out a plumbing permit when required under the Uniform Construction Law (section 5:23-2.31.e.)
  • An unlicensed contractor caught doing plumbing could receive fines from the Board of Master Plumbers under (CHAPTER 45:14C-12.a). These fines under (CHAPTER 45:1-25.a) could total up to $10,000 for the first offense and not more than $20,000 for each subsequent violation. That is a possibility of $12,000 between the Uniform Construction Law and the Board of Master Plumbers.   

Performing plumbing in NJ? Your committing a 4th Degree Crime

Under (CHAPTER 45:14C-12b) In addition to any other penalty, any person firm, partnership, corporation or other legal entity which violates any provision of this subsection shall be guilty of a crime of the Fourth Degree.

NJ Home Improvement Contractor Registration Act

According to the NJ HIC Registration (N.J.S.A. 56:136 et seq.) A home improvement contractor cannot secure a Plumbing or Electrical Permit.  In addition they can not perform any Plumbing or Electrical work.  A NJ Home Improvement Contractor is required to register with the State of New Jersey.
